THE RURAL AVIATION IMPROVEMENT ACT

Below, we have provided a detailed list of those members of the U.S. Senate and U.S. House of Representatives who have either signed on to co-sponsor the Rural Aviation Improvement Act or have thus far not co-sponsored the bill for whatever reason.

Passage of this bill is critical to ensuring small communities not only retain their EAS eligibility but changes to the program are made which allow communities to obtain better quality air service, mitigate risks to participating air carriers, and increase the minimum annual level of program funding.

Please review the list under each version of the bill (S. 1571 & H.R. 3004) for the names of your two Senators and Congressman. If you find that any of your federal elected officials have not co-sponsored the bill, it is critical that you call the Washington, DC office for that member immediately and request to speak directly to the transportation/aviation legislative assistant (LA). To access the member’s website which provides the contact information for that office, please click on that Senator or Congressman’s name.

When speaking with the transportation staffer please state your support for the bill and be direct in requesting that the Senator or Congressman co-sponsor the bill. We would note that S.1571 is the Senate version of the Rural Aviation Improvement Act while H.R. 3004 is the House version. Senators can only co-sponsor S. 1571 and Congressman only H.R. 3004.

RAP has also prepared a draft letter for you and your community leaders to send to your Congressman and U.S. Senators. (Please note there are two versions of the letter, one specifically written to members of the House and the other written to members of the Senate). Once you have identified which members of your congressional delegation have not signed on as co-sponsors, please download the relevant version, fill in the required information, sign the letter and have other leaders in your community sign the letter, and finally send the letter to that particular members Washington, DC office.

Provided Congress is in recess until September 4, 2007 small community air service stakeholders must act now to ensure your Senators and Congressman have co-sponsored the Rural Aviation Improvement Act. We can no longer afford members of Congress the luxury of sitting on the sidelines with respect to their support of small community air service and this important piece of legislation. Upon returning from the recess members, along with their staff, will be inundated with various issues (Iraq, appropriations, etc) and it will be extremely difficult to obtain the same level of access to the member or staffer as is provided during the August recess.

Please act now to ensure your two Senators and your Congressman are co-sponsors of this legislation. Once this current FAA Reauthorization process is complete, it is another 4 long years until the next one. Should improvements to the program not be made, some of your communities may no longer have commercial air service at that time.
